Sorry to know that you are facing an issue to Digital Microscope. It would be helpful if you could reply to these questions to assist you further.
1. Does the microscope get detected and working fine when you use it on a different Windows Vista computer?
2. What do you mean when you say “This happens even after a reboot where nothing else is open or running”? Have you disabled any startup items or third party services?
Let’s try the following steps and check if it helps.
Method 1:
a. Click the Start button, type Device Manager in Start search and Press Enter. If you are prompted for an administrator password or confirmation, type the password or provide confirmation.
b. In device manager check for the device. Right click on the device and click Properties.
c. On the device Properties dialog box, click the Driver tab, and then click Uninstall.
d. Restart your computer.
e. Plug in the device and check for Windows updates for the drivers/software for the same.

Method 3:
You may perform a clean boot and check if it helps.
A clean boot helps to verify if any third party application services or startup item is causing this issue.

Putting this on the internet as a fix for the one other person in the universe still using this ancient microscope.
Celestron no longer provides drivers, and with tons of Googling I found none that work past Windows XP.
HOWEVER by pulling the camera open, I found that the chip is a SN9C201. Some searching led to this DriverScape page, which contains drivers for the Lenovo ThinkPad Z61 Webcam. Installing those drivers allows the microscope to work all the way up to Windows 10.
