Yes - If I attempt to change the icon on a Windows 7 folder and use the SHELL32.dll file from Windows XP it does not work as expected and looks like your example.

In the folder Properties the icon shows up as the one I selected from the list (of XP icons) but the icon displayed for the folder doesn't change or is wrong:

As you can see when you choose to change an icon and the source file for the icons is SHELL32.dll there are a lot of icons in that file. Each one is some index or offset (1, 2, 3, 4, 5...) and they are not going to be the same for Windows 7 and Windows XP. Icon #5 in Windows 7 might be something totally different as Icon #5 in the file from XP.

Why did you do this:

updated 64-bit W7 HPE SP1's %SystemRoot%system32SHELL32.dll

Did you replace the Windows 7 SHELL32.dll with one from XP?

If you want to change the icon on Windows 7 you can't point to an XP file as the source for the icons - they are not the same.

Do this so we can see what you have:

Click the Start button/orb in the lower-left corner of your screen. Or, press the Windows logo key on your keyboard.
In the box enter:
msinfo32
Select/click msinfo32.exe and the System Information dialog box will open.
Click on System Summary, click Edit, Select All (Ctrl-A), Copy (Ctrl-C) and then paste (Ctrl-V) the information back here in your next reply.
