The number was the number of the inspector who did the check. Flaming wheel symbol = a flaming shell. Its the US ordinance mark. E = Eddystone marking. R is used on the Remington plant parts and W for Winchester.
So much depends on originality and condition. Is it ALLEddystone, or has it been rebuilt with mixed parts? Barrel datecorrect for serial number? Overall condition? Condition (as in in original condition without modifications) will play a major role in the value of your Eddystone. An original condition rifle in Very Good shape would retail for around $800-$900.
Google 1917 eddystone, then find the link for us military rifles then type in your serial number you can get the month and year of manufacture of the rifle action. it should be July 1918 for the serial number you provided. don't know much about price. hope this help a little

The Springfield 1903 was the standard weapon of the US servicemen in WW1. However, since it was only produced at Springfield Arsenal ( Rock Island didn't come on line until 1917) only the US Marine Brigade used them.
